The so-called FSC 100% implies that all the timber/fiber used in a product comes from an FSC-certified forest.

In fact, the FSC logo doesn’t ensure that the whole product was made from a sustainable source, but it does mean that the virgin fibers used to make the product did come from either a forest with higher environmental and social standards or from a forest rerooted under those criteria.

PEFC certification

The Program for the Endorsement of Forest Certification (PEFC) is an international not-for-profit, nongovernmental organization established to promote sustainable forest management and increase environmental, social, and ethical standards in its use and manufacture through independent third-party certification.

It has a third-party classification scheme and you can recognize its products by its PEFC-certified label. There are two classifications for the label:

PEFC Certified products contain at least 70% wood, on a dry weight basis, from PEFC-certified forests and controlled sources.

PEFC Recycled includes a minimum of 70% PEFC-certified material from sources, at least 70% PEFC-certified material from recycled sources, and wood from controlled sources.

Hypo-allergenic

Look for a tissue that is dye and fragrance-free, with a label that says it is hypoallergenic if you have some sensitivity to dyes or perfumes.
